This is a most generous gift given Biden because his son died of brain cancer. As if this qualifies him or anyone to research and find a cure for cancer. Especially, since Dr. Otto Warburg received the Nobel Prize in 1911 for discovering the cure for cancer.

When this first hit the press I thought it was to keep Biden from entering the campaign for presidency.

On January 12, 2017 Obama awarded Joe Biden the Presidential Medal of Freedom. This comes with multiple perks for Veterans, such as free flights, access to the Capitol functions and an increase in monthly benefits, free burial with the award embedded in the tombstone, and more.

There was an absence of information as to how much money Biden received for this additional gift, awarded just before Obama left office.

My guess is Joe Biden will not be running for office in 2020.
